Bill 13 – the Regulated Professions Neutrality Act

The Regulated Professions Neutrality Act (RPNA)received royal assent on December 11, 2025. A description of the RPNA can be found here: https://www.alberta.ca/protecting-freedom-of-expression-for-regulated-professionals Health profession regulators, including ACOT, will be subject to the RPNA as of August 10, 2027. This timeline allows the health profession regulators to complete the work necessary to ensure compliance with the RPNA, including reviewing and updating any necessary mandatory training requirements, policies, bylaws, guidelines, Standards of Practice, Code of Ethics, among other things.

ACOT is currently evaluating documents such as its Standards of Practice, Code of Ethics, Practice Guidelines, Continuing Competence Program Manual and others to identify whether changes are needed to align with the RPNA requirements. In the meantime, registrants are expected to continue to adhere to the current ACOT Standards of Practice and Code of Ethics as posted on the ACOT website.
